The corrupt practice of 'laddering', is where cases are unofficially triaged so that the ones most likely to garner kudos are pulled to the top of the queue, the rest being pushed downwards and possibly out into the bin.

Sadly true..... A while back I sent the most vile racist rant imaginable from an 'activist' type (one with a built in suntan) to the HRC, and they told me that it didn't meet their "hate speech" criteria..... I kind of have up on them then.... it appears that only white people are racist and vile...
